Waiver and Funding Services for Individuals with I/DD
Our Home and Community-Based Services (HCBS), including waiver programs and 1915(i) services, provide personalized support to individuals with intellectual and developmental disabilities (IDD) while offering families peace of mind and essential relief.
What Are Waiver & Funding Services?
Waiver and funding services are Medicaid-funded programs designed to provide individuals with IDD the care and support they need to live independently in their homes and communities rather than in institutional settings. These services are tailored to meet individual needs through person-centered planning and can include assistance with daily living, employment support, behavioral interventions, respite care, and access to assistive technology.
These services aim to promote independence, community integration, and a higher quality of life for individuals while also offering crucial relief and support to their families. Waiver and funding programs foster greater autonomy, inclusion, and long-term well-being by enabling individuals to thrive in their preferred living environments.
Who is Eligible for Waiver & Funding Services?
Qualifying for IDD Waiver Services
Home and Community-Based Services (HCBS) waivers, like the Medicaid Innovations Waiver in North Carolina, or Family and Individual Supports Waiver in Virginia, help individuals with IDD access long-term care in their homes or communities instead of institutional settings. These services are managed by local agencies that help individuals create a personalized care plan based on their needs.
To qualify, you generally need to:
- Have an I/DD diagnosis and be eligible for Medicaid.
- Meet the level of care requirements for an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID).
- Be at risk of institutionalization and prefer community-based services.
- Use waiver services monthly and agree to develop an individualized support plan (ISP).
- Live in the state offering the waiver and not be enrolled in another Medicaid waiver or ICF/IID program.
Keep in mind that waivers often have limited slots, and waitlists vary by state and county.
How This Process Works
Step 1: Determine Eligibility
Contact your state’s Local Management Entity/Managed Care Organization (LME/MCO) or equivalent agency to begin the screening process. They will assess eligibility based on diagnosis, level of care needs, and financial requirements.
Step 2: Submit a Waiver or 1915(i) Application
Complete the application for your state-specific waiver (e.g., NC Innovations Waiver or Virginia DD Waiver) or 1915(i) services. If you need assistance navigating this process, Amivie’s care coordinators are available to guide you.
Step 3: Receive Approval or Referral
Once your application is processed and approved, you’ll be referred to an Amivie intake specialist to explore how we can provide the care and services outlined in your waiver or 1915(i) plan. If additional application support is needed, our team is here to help.
Step 4: Develop a Personalized Care Plan
Work with Amivie to create a person-centered care plan tailored to your or your loved one’s unique needs, goals, and preferences. This plan ensures you receive the services and support necessary to thrive.
Step 5: Begin Services
After the care plan is finalized, we will match you with the right Direct Support Professionals (DSPs) or caregivers to deliver high-quality, reliable care. Services will begin, and our team will remain available to provide ongoing support and adjustments as needed.

FAQs
A waiver is a program funded by Medicaid that provides home and community-based services (HCBS) for individuals with disabilities, allowing them to receive care in their homes or communities instead of in institutional settings. Waivers "waive" the requirement to live in an institution to access services like personal care and employment assistance.
Eligibility varies by program, but generally, individuals must be eligible for Medicaid and have an IDD diagnosis prior to age 22 that qualifies them for an Intermediate Care Facility (ICF) level of care. They must also require at least one waiver service as part of their person-centered care plan.
Identify organizations that serve as entry points for IDD services in your state. They will guide you through an assessment to determine eligibility and help create a care plan. Amivie’s intake specialists are available to assist with the application process and finding resources.
Waiver services may include community living support, respite care, supported employment, day programs, behavioral health services, and assistive technology. Specific offerings depend on the type of waiver and the individual’s needs.
Yes, many waiver programs have limited slots, and eligible individuals may be placed on a waitlist, such as North Carolina’s Registry of Unmet Need. While waiting, some individuals may access alternative services like 1915(i) programs.
1915(c) waivers, like the NC Innovations Waiver, are targeted to specific populations and have a limited number of slots, whereas 1915(i) services are available to anyone meeting the state’s criteria without slot limits. Both provide community-based support but differ in availability and application.
No, state-funded services are not entitlements and depend on available funding allocated by the state legislature. These services often support individuals without Medicaid or other resources and are managed by LME/MCOs.
State-funded programs may provide assistance for individuals who do not meet Medicaid eligibility. Our care coordinators can help explore other funding sources, including Special Assistance, Vocational Rehabilitation, and non-profit resources.
